What famous American writer was issued a patent for adjustable elastic suspenders?

Mark Twain, under his real name, Samuel Clemens, in 1871. In his patent application he referred to his invention as an "improvement in adjustable and detachable garment straps," with buttons and buckles, for use in holding "vests, pantaloons, or other garments" in place.
